Dear Paula,
Thank you for your email.
Please find attached copies of my identification documents to verify my identity for the purposes of my Subject Access Request arising from FOI2026/09019.
I understand these documents are required to enable the Ministry of Defence to process the UK GDPR Article 15 aspect of my request.
For the avoidance of doubt, I would be grateful if you could confirm:
- Receipt of my identification documents.
- That my Subject Access Request has now been formally logged and processing has commenced.
- That my Freedom of Information Act internal review remains active and will continue independently of the Subject Access Request.Thank you for your assistance. I look forward to your confirmation.
Kind regards,

Dear Paula,
Subject access request arising from FOI2026/09019
I sent the identification you asked for on 5 August 2026. Under UK GDPR, the response was due one calendar month later, by 5 September 2026. I have not received a response, an extension notice or an acknowledgement that the ID was accepted.
Please:
1. Confirm that my identification was received and accepted, and give me the SAR reference.
2. Provide the response, or tell me the date it will be provided and the reason for the delay.Separately, the internal review of FOI2026/09019 that I requested on 20 June 2026 (acknowledged 4 July 2026) is also outstanding, well beyond the 40 working days the MOD itself indicated. If you are able to, please pass this to the Information Rights Compliance Team and ask them for a completion date.
If I do not receive a substantive response within 10 working days, I will complain to the Information Commissioner about both.
Yours sincerely,
Sion Buckler (Ret'd Sergeant)

Data Protection Officer
Ministry of Defence
APC-Sp-ParlDiscl-Triage-Mailbox@mod.gov.ukSirs/Madam,
Please pass this to the data-protection officer. This is a complaint about an overdue subject access request. It is not a repeat of the chase sent on the morning of 27 September 2026, and it is not a new Freedom of Information request.
FOI2026/09019, made on WhatDoTheyKnow, asked about any armed-forces involvement in the 1988 eviction at Great House Farm / Tŷ Mawr, Llandough. The FOI answer was that no information was held on the non-section-23 parts, and section 23(5) neither-confirm-nor-deny on Special Forces. I requested an internal review on 20 June 2026 and asked that personal data be dealt with as a subject access request off that public thread. Your own note was that the SAR should come by a private route. It did. Identity was sent on 5 August 2026. The UK GDPR month ended on 5 September 2026. There has been no disclosure, no extension, and no refusal.
I complain that the Ministry has not complied with Articles 12 and 15.
Within 14 days, please:
1. Send the personal data, or a refusal naming the exemption and the right to complain to the Information Commissioner.
2. Say what systems were searched for data relating to me, as a child in that household in 1988, as distinct from the FOI search already described (Restore, CT&UK, Army, and the keyword list on the review file).
3. Confirm the file is preserved. If that is not done by 12 October 2026 I will complain to the Information Commissioner. This letter is the complaint to the organisation which the Commissioner expects first.
I do not assert that a unit was deployed. The FOI answer does not establish that either. The open question is whether any record names me. The public evidence index is https://greathousefarmwiki.wordpress.com/ .
Nothing in this letter abandons any claim. This is not a claim form. Do not publish identity documents.
Yours faithfully,
Sion Buckler (Ret'd Sergeant)

Dear DBS Disclosures Team,
Thank you for the response of 9 October 2026 to Subject Access Request DPR2026/46503, received by you on 5 August 2026.
I note the outcome that no information in scope was located after searches at your storage facility and on all Defence Business Services systems. The email itself contains no attachment. The secure-share link is noted, and that it expires at 23:59 on 6 November 2026.
I am not satisfied with the not-held outcome. Please treat this as a request for an independent internal review by the MOD Information Rights Compliance Team (CIO-DPA@mod.gov.uk), copied. A parallel internal review of the FOIA elements of the original request has been sent separately to CIO-FOI-IR@mod.gov.uk.
Please review:
1. Whether the search covered records of Military Aid to the Civil Authorities and related correspondence about Tý Mawr (Great House Farm), Llandough, 1988, or only Defence Business Services systems and the DBS storage facility.
2. The search terms and date range used.
3. Whether any record was excluded as out of scope, and on what basis. No exemption was cited. I ask that the review confirm the physical check and state whether any series, box, or file title was examined.

Thread 7 — DPR2026/46503 — internal review of handling and classification (CIO-FOI-IR)
10 October 2026, 19:11 UTC · Email — sent by the family · DPR2026/46503 – internal review of handling and classification
From: Sion Buckler
To: CIO-FOI-IR@mod.gov.uk
Date: 10 October 2026, 19:11 UTC
Subject: DPR2026/46503 – internal review of handling and classification
Dear MOD Information Rights Compliance Team,
I request an internal review of the handling of my request concerning possible UK Armed Forces involvement in the 1988 eviction of my family from Tý Mawr (Great House Farm), Llandough, near Penarth.
Reference: DPR2026/46503
Response date: 9 October 20261. The request appears to have been handled under the wrong legal regime, or only partially answered
My original request expressly invoked the Freedom of Information Act 2000 and sought information about potential military deployment, Military Aid to the Civil Authorities (MACA), operational records, interdepartmental correspondence and the conduct of the eviction. The response instead identifies the matter as a Subject Access Request and states that no information within scope was located.
I recognise that any parts seeking my own personal data may properly be dealt with under data-protection legislation (and a parallel SAR response has been received). However, the request also seeks institutional and operational information that is not limited to my personal data. The Information Commissioner’s guidance states that where a request covers both personal data and other information, the authority should handle the two parts separately under the applicable legal regimes.
Please therefore confirm whether the non-personal and institutional elements of my original request were formally considered under FOIA. If not, please arrange for those elements to be handled as an FOI request, with a substantive response.
2. Clarification of the searches conducted
The response states that searches were conducted at your storage facility and across Defence Business Services systems. Please clarify whether the searches extended to all relevant MOD business areas and historical records within the scope of my request, rather than being confined to the systems described in the letter.
In particular, please review whether appropriate searches were made for:
- Records concerning possible Armed Forces involvement in the 1988 eviction, including any requests for military assistance to civil authorities.
- Correspondence between the MOD and South Wales Police, the Vale of Glamorgan Council and the Welsh Office, as it existed at the time.
- Relevant historical operational, administrative and records-management archives, including any records transferred to an archival repository.
- Records concerning the planning, authorisation, coordination or subsequent review of any military support connected with the incident.I am not asserting that such records necessarily exist. I am asking that their possible existence be properly investigated and that the scope of the searches be reviewed.
3. No records located is not the same as a determination that no involvement occurred
I understand that the MOD has not located information within the scope of the searches described. I do not interpret that finding as proof that military involvement occurred, nor as proof that it did not occur. My request concerns a specific historical incident and seeks to establish what documentary evidence, if any, survives concerning the authorities involved and the decision-making surrounding the eviction.
If relevant information is not held, please confirm that position under FOIA. If information is held but cannot be disclosed, please identify the applicable exemptions and provide the appropriate decision and explanation.
4. Administrative discrepancies
The response refers to receipt of the request on “05/088/2026”, which is not a valid date, and contains the heading “T5(CH) – 27 Nov 20”. Please confirm the correct date on which the request was received and explain whether the heading is simply a document reference or has any bearing on the handling of this request.
5. Requested outcome
I request:
1. An independent internal review of the handling and classification of the original request.
2. Confirmation that the FOI elements have been separately identified and considered.
3. A review of the adequacy and scope of the searches for relevant historical records.
4. A substantive FOI response addressing the information requested, subject to any applicable statutory exemptions.
5. Confirmation of the applicable review and complaint procedures, and the expected response date for this internal review. This request is made to establish the documentary facts concerning the 1988 incident. It should not be taken as an allegation that any particular military unit was involved.
Please acknowledge this internal review request and confirm the expected response date.
Yours faithfully,
Sion Buckler (Ret'd Sergeant)

Subject: FOI2026/09019 — clarification of the non-Special-Forces remainder and existing retention/search records
Dear Ministry of Defence FOI Team,
I am writing about FOI2026/09019 and the related outstanding correspondence. I understand that the Ministry relied on section 23(5) in relation to Special Forces material. This message does not ask you to confirm or deny whether Special Forces information is held. I am narrowing the outstanding information request to non-Special-Forces information that can be considered separately, without prejudicing the current internal review or the related subject-access request.
For Great House Farm / Tŷ Mawr, Llandough-juxta-Penarth, and the period 1 November–31 December 1988, please disclose any recorded information held by non-Special-Forces parts of the Ministry concerning:
1. any request, assessment or record of Military Aid to the Civil Authorities (MACA) relating to the location or relevant events;
2. any incident, deployment, duty-log, correspondence or administrative record held by regular Army, Territorial Army or Royal Military Police units that records activity relating to that location and period; and
3. any existing search record, case note, retention schedule, transfer list or disposal entry that explains how the non-Special-Forces portion of FOI2026/09019 was searched or what happened to potentially responsive records. Please identify, at a level that can properly be disclosed, which non-Special-Forces departments, record systems, date ranges and catalogue/file series were searched for these points. Where responsive information is not held, please distinguish the result of a search from a record showing prior destruction, transfer or disposal; if a transfer or disposal entry exists, provide its date, reference and destination where recorded.
Please process any severable non-exempt information without treating the section 23(5) response on Special Forces as applying automatically to every non-Special-Forces record. If this narrower scope needs a new reference under your process, please tell me and register only the genuinely new element as a separate request; please do not restart or close the existing request or internal review as a result of this clarification.
This is an information request, not a request for the Ministry to decide title or the merits of any civil proceedings. It also does not ask you to disclose personal data through FOIA; the separate subject-access route remains separate.
Please confirm receipt and the applicable response date for any part registered as a new request.
Yours faithfully,
Sion Buckler (Ret'd Sergeant)
