Subject: Enquiry re potential acquiring authority route – former family farmland (BP v Buckler 1987)

Sirs/Ma'am,

I am writing regarding farmland formerly belonging to my family, which later formed part of the litigation known as BP v Buckler (1987).

I now hold a structured list of reasons and supporting evidence which I believe strongly suggest that the land transfer and subsequent development was procured by fraud and conspiracy involving government actors. The evidential threshold I now hold, if correct, would meet the reopening conditions described under s.23 of the Limitation Act 1980 – meaning that litigation, rectification and title recovery proceedings may be legitimately initiated.

However, before progressing litigation, I wish to formally offer the UK Government the opportunity to resolve this matter via public law tools rather than adversarial reopening. Specifically: I would like to enquire whether an acquiring authority could lawfully consider using compulsory purchase powers to acquire the 23 properties that now sit on this former farmland, and transfer title / beneficial ownership back to my family, where this could be framed as a public interest rectification measure rather than a private benefit case.

Could you please:

- confirm which acquiring authority would be competent jurisdictionally for this scenario,
- outline which statutory route would be the correct CPO framework to assess this under, and
- confirm any preliminary information requirements you would need from me (title data, timeline, evidential index etc) if this was to be scoped and reviewed.

I am willing to provide a full indexed evidence pack for confidential review.

Kind regards,

Sion Buckler

Hi Lyndsey,

Thanks for the link.

The attached article doesn't say 23 houses. But 23 houses got built. I found a lot of fraud, deception and concealment around this case, which is why I'm reopening it.

If anyone there cares to comment, you have my details now.

Thanks,

Sion

Subject: BP v Buckler 1987 and the 1982 land registration of Great House Farm, Llandough (now Church View Close)

Sirs/Ma'am,

I'm writing in relation to land formerly known as *Great House Farm, Llandough (Vale of Glamorgan)*, subsequently developed for residential use and historically connected with the proceedings culminating in *BP v Buckler (Court of Appeal, 1987)*.

I appreciate that the Local Planning Authority is not responsible for determining land ownership, nor am I asking it to do so. My purpose is to place on record a *chronological summary of unresolved land-governance issues* which may be material to the integrity of the planning history relied upon for that site.

In brief and as reflected in public records:

-

In *July 1974*, proceedings involving my grandmother and BP both asserting ownership, were adjourned and did not result in a judicial final determination. -

On *31 October 1974*, a further listed hearing did not proceed substantively, following correspondence sent that morning by BP entities. No judgment on title was issued. My nan requested the audience with the judge the day before, with her lawyer. But that got leaked, the press descended on our farm (not that I can find evidence of news articles from said press), and the following morning the two letters from BP arrived to our solicitor, effectively squashing the court hearing and audience with the judge my nan had sought, to make her case of ownership. Her reply to both BP letters (one from BP Pension Trust Ltd and one from BP Properties Ltd), that morning of the 31st of October, was also 'I own the land'. -

Throughout this period, my grandmother was *excluded from dealings* concerning land we asserted we owned, while the opposing party continued to *assert ownership*, notwithstanding the absence of a concluded judicial finding. -

In or around *1982*, the land was registered in BP’s name, despite the earlier proceedings never having resolved the competing claims nor having resulted in findings adverse to my grandmother. -

My grandmother then died in *1983*, after the registration had taken place, without compensation and without any final adjudication of her claim. -

In the *1987 appeal*, the Court referred to correspondence as having been replied to (albeit not to the correct corporate entity - which is ultimately why we lost BP vs Buckler 1987), yet in my fathers appeal that followed, whereby he argued that surely BP Pension Trust should have been the claimant not BP Properties, the same judge from the case dismissed the appeal citing that both companies were effectively the same. This is all evidence on the face of the public record of these proceedings. -

By that stage, and in the absence of a documentary title which had effectively been overtaken by registration, my family was driven to advance arguments in adverse possession as a *fallback position*, which itself should have assured our continued occupancy.

The cumulative effect was that my family was *displaced*, the land was developed, and no compensation was ever paid, despite ownership never having been conclusively decided in court. Whether intentionally or not, the process operated in a manner where asserted ownership became treated as settled fact.

I am not alleging misconduct, nor am I seeking retrospective remedies from the Authority. I am simply asking whether, given the above sequence, it would be appropriate for the Authority to:

-

note that historic planning decisions were taken on the basis of *assumed title*, and -

record that the underlying ownership dispute was *never finally adjudicated*, for the sake of transparency and future governance integrity.

This correspondence is intended to be factual, measured, and non-adversarial. I am happy to supply references to the relevant hearings, registrations, or judgments if that assists your records. But what I'm highlighting here is all on public record and in the public eye.

Yours faithfully,

Sion Buckler

Aelodau Anrhydeddus y Senedd,

Rwy’n ysgrifennu atoch i dynnu eich sylw at yr hyn yr wyf yn ei ystyried yn anghyfiawnder hanesyddol difrifol, yn ymwneud â’m teulu, y Bucklers, a dinistr Great House Farm yn Llandough — safle fferm a chartref o dros 800 mlynedd o hanes, gan gynnwys cysylltiadau mynachaidd a chysylltiad uniongyrchol â Guglielmo Marconi yn ystod datblygiad cynnar radio.

Mae’r mater hwn yn codi cwestiynau difrifol ynghylch hawliau tir, gweithdrefnau cyfreithiol, cofrestru tir, a hawliau dynol yng Nghymru.

Er enghraifft, mewn datganiad i’r wasg yn 1974, dywedodd fy nain yn gyhoeddus: *“It’s my home.”* Mae’r datganiad hwn, sydd yn fater o gofnod cyhoeddus, yn gwrth-ddweud yn uniongyrchol ganfyddiad Llys Apêl 1987 yn *BP v Buckler*, lle dywedwyd ei bod wedi bod yn “ddistaw” ac wedi derbyn trwydded BP a gyhoeddwyd yn 1974.

Yn yr un achos, gwrthodwyd apêl fy nhad ar y sail bod BP Pension Trust Ltd a BP Properties Ltd yn “effeithiol yr un cwmni”. Fodd bynnag, yn y dyfarniad yr oedd yn ei herio, nododd y barnwr nad oedd ymatebion fy nain i BP Pension Trust Ltd yn cyfrif gan mai BP Properties Ltd oedd yr hawlydd, ac mai cwmnïau ar wahân oeddent. Yn ymarferol, roedd hyn yn arwain at sefyllfa “pen y cwmni’n ennill, cynffon y teulu’n colli”.

Yn sgil hyn, cafodd fy nhad ei dynnu o’i wely ysbyty, ei garcharu heb gyhuddiad, a gosodwyd gorchymyn atal arno i’w atal rhag meddiannu ac amddiffyn ein fferm 800 oed rhag cael ei dymchwel. Cafodd ei gais i’r Llys Hawliau Dynol Ewropeaidd ei rwystro cyn iddo farw yn 1991, yn ddim ond 41 oed.

Ar y sail hon, rwy’n gofyn yn ffurfiol am *Ddeiseb i sefydlu Ymchwiliad Cyhoeddus* i’r achos hwn, fel mater o ddwyn tir hanesyddol ac o dorri hawliau dynol yng Nghymru.

Rwy’n weithiwr proffesiynol ym maes seiber a rhyfela electronig milwrol. Mae technolegau AI pwerus bellach ar gael i bob un ohonom, ac nid oes unrhyw reswm technegol pam na ellid archwilio’r mater hwn yn llawn ac yn drylwyr. Mae’r hyn a ddigwyddodd i’m teulu yn ymddangos fel anghyfiawnder dwys, aml-genhedlaethol, ac yn debyg i ffurf ar “lawfare”, lle y trinwyd fy nheulu fel llafur di-dâl i gynnal ased tir hyd nes yr oedd yn gyfleus i’w ariannu. Mae’n arwyddocaol bod bron pob cam yn ein herbyn wedi digwydd ar yr eiliad olaf posibl.

Ceir honiadau bod sylw sylweddol yn y wasg yn 1974 o blaid fy nain a’n teulu, ynghyd â deiseb o tua 1,700 o bobl yn ceisio atal dymchwel y fferm. Ymhellach, mae’n ymddangos bod CADW wedi methu ag ymyrryd lle dylai’r safle fod wedi cael statws Adeilad Rhestredig Gradd II.

Nid wyf yn sicr a gofnodwyd erioed yn briodol yn y Gofrestrfa Tir fod y tir — a gofrestrwyd gan BP yn 1982 — dan anghydfod. Yn fy nealltwriaeth i, cafodd ei drin fel pe na bai mewn anghydfod o gwbl. Nid oes unrhyw lys wedi penderfynu’n derfynol mai BP oedd perchnogion cyfreithiol y tir; cafodd hynny ei honni yn hytrach na’i brofi.

Mae hefyd fater pwysig o hanes diwylliannol. Arhosodd Marconi gyda’n teulu yn y fferm wrth iddo ddatblygu radio. Mae cynghorwyr a’r plwyf yn Llandough yn gwrthod cydnabod hyn. Rwy’n deall bod Marconi yn cael ei ystyried yn wleidyddol eithafol ar y dde, ac, fel y gwelir yn achos y cerflun radio ym Mae Caerdydd, mae ei rôl hanesyddol yn cael ei hailysgrifennu. Mae’n rhesymol tybio bod ein teulu wedi cael ei ddal mewn ymgyrch wleidyddol ehangach o’r chwith yn erbyn y dde, ac mai am roi llety i Marconi y bu i ni wynebu canlyniadau canrif o hyd — problemau nad oedd yn bodoli yn y tair canrif flaenorol yr oeddem wedi byw ar y fferm.

Roedd mam Marconi hefyd yn Jamerson o gwmni wisgi Gwyddelig Jameson. Rwy’n gofyn i chi gynnal eich ymchwil eich hun, gwneud eich ymholiadau eich hun, a dod i’ch casgliadau eich hun — ond yn anad dim, peidiwch â chaniatáu i hanes gael ei ailysgrifennu yma.

Mae fy nheulu bellach yn archwilio opsiynau ar gyfer siarad cyhoeddus, hawliau stori, a dogfennaeth. Yn nhermau cysylltiadau teuluol: fy nhaid oedd Ray Smith o Dempsey and Makepeace; mae fy modryb yn Shan Cothi; a dechreuodd fy ewythr y band Tigertailz.

Rwy’n disgrifio’r sefyllfa hon fel gwarthus. Mae fy nheulu’n mynnu cyfiawnder am gael ein dadleoli a’n dwyn o’n tir a’n heiddo gan y Sefydliad Prydeinig a BP, gyda phrin unrhyw amddiffyniad dan y gyfraith. Rydym yn deulu Cymreig brodorol, Cymraeg eu hiaith, wedi byw yng Nghaerdydd, Bro Morgannwg, a’r fferm yn Llandough ers cannoedd o flynyddoedd.

O’r hyn y gallaf ei gasglu, ceir dwsinau o achosion posibl o dwyll a chuddio gwybodaeth, sy’n golygu nad yw statud cyfyngiadau yn berthnasol o reidrwydd. I’r rhai sy’n cefnogi dad-drefedigaethu Cymru ac annibyniaeth, prin y ceir enghraifft gliriach na *BP v Buckler (1987)* o’r hyn a ddigwyddodd i deulu ffermio Cymreig wrth herio’r Wladwriaeth Brydeinig a chorfforaeth fawr. Nid yw eraill wedi codi’r mater hwn, yn bennaf oherwydd trawma cenhedlaethol.

Rwyf wedi profi fy hun. Gadewais fy ngyrfa filwrol gydag anrhydedd, gan gwblhau fy llw 22 mlynedd. Cefais fy nghyflogi’n bona fide gan Gyngor Bro Morgannwg a Llywodraeth Cymru hyd at 2024. Gwasanaethais mewn rhyfeloedd yn y Dwyrain Canol. Fodd bynnag, nid yw’r anghyfiawnder fferm yn fater unigol.

Yn 2013, cafodd fy mab 36 diwrnod oed ei gipio, ac nid wyf erioed wedi ei weld ers hynny. Cafodd tŷ ei ddwyn oddi arnaf (40 Lombard Street, Y Barri). Yn 2023, cefais fy ngadael i gysgu mewn pabell tra roedd bron i 100 o Afghanistaniaid yn cael eu lletya’n dawel wrth ymyl ein pentref o 11 tŷ, tra roedd yn rhaid imi aros yno i ofalu am fy nain gan na allai gofalwyr ei chyrraedd.

O ganlyniad, rwyf bellach yn byw yn yr hyn a elwir yn Setliad Cymreig yn yr Ariannin. Rwyf wedi fy nisodli ac wedi fy dadleoli i’r eithaf. Serch hynny, rwy’n ddiolchgar fy mod wedi goroesi gyda’m rhyddid, fy mywyd, a’m henw da yn gymharol gyfan. Serch hynny, hoffwn fod wedi aros yng Nghymru, fel Cymro, gyda safon a chynhaliaeth bywyd deg.

Mae fy ngwraig a minnau’n amharod i ganiatáu i’n merch hyd yn oed gamu ar Ynysoedd Prydain o ystyried yr hyn a glywn sy’n digwydd yno. Yn 2024, allforiais hyd yn oed fy nghi o Abertawe i’n heiddo yn y Caribî ar ôl i unigolyn Afghanistan fod yng ngardd fy nheulu yng Nghymru, gan geisio ei ddwyn.

Gofynnaf i’r Senedd gymryd y mater hwn o ddifrif, ac ystyried sefydlu Ymchwiliad Cyhoeddus llawn, tryloyw ac annibynnol. Nid er budd fy nheulu yn unig y mae hyn, ond er uniondeb hanes, cyfiawnder tir, a hawliau dynol yng Nghymru.

Yn gywir,

*Sion Hywel Buckler*

*----------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------*

Sirs/Ma'am,

I am writing to you regarding a significant historical injustice involving my family, the Bucklers, and the destruction of Great House Farm (an 800-year-old site of monastic and Marconi history).

For example, in a 1974 press statement my grandmother said publically 'It's my home'—that directly contradicts the 1987 Court of Appeal ruling that she was 'silent' and accepted of BP license issued in 1974. My dad's appeal for the BP vs Buckler 1987 case also got dismissed on grounds both BP Pension Trust Ltd and BP Properties Ltd were effectively the same company. But in the ruling he was appealing, the judge said that my nans replies to BP Pensions Trust Ltd didn't count as BP Properties Ltd were the claimant, and the two were seperate companies. So it was heads they win, tails we lose. My dad was ripped from his hospital bed, jailed without charge and slapped with a restraining order to keep him from occupying and defending our 800 year old farm from being bulldozed down. His ECHR request blocked before he died in 1991 aged just 41.

I am requesting a *Petition for a Public Inquiry* into this case as a matter of historical land theft and human rights violations in Wales.

I'm a military cyber and electronic warfare professional. We all have very powerful AI technology at our disposal which can make light work out of all of this. My family suffered an incredible injustice. It also appears to be multi-generational warfare/ lawfare. Whereby we were treated as free labour to upkeep the asset of the land and property until it was ripe to be cashed in. I say this as every action against us seemed to be last minute.

There was allegedly press covering the 74 case and supporting my nan and family and farm. There was a petition of 1700 people trying to defend us and the farm from demolishment. CADW looked the other way when it should have been a Grade II listed building. I could go on and on and on.

I'm not even sure the land registry recorded that our land, being registered in 1982 by BP , was in dispute. I believe it was treated as if it wasn't dispited. No court actually definitively determined that BP were the landowners. It was just asserted.

Marconi stayed with our family at our farm when inventing radio. The councillors and parish at Llandough won't even acknowledge this. I understand Marconi was far right and so, like the radio statute at Cardiff Bay has confirmed, he is being re-written out of history. It stands to reason that our family was caught in this political campaign of left vs right. And for helping Marconi we found ourselves experiencing a century of problems afterwards. Which didn't exist for the 3 centuries we were at our farm before letting far right marconi stay with us. Marconi's mother was also Jamerson of the Irish Whiskey company.

Do your own homework. Make your own enquiries. Draw your own conclusions.

But please do not let history be rewritten here. My family are exploring options for public speaking, story rights, and a documentary etc.

My grandfather was Ray Smith, of Dempsey and Makepeace. My aunty Shan Cothi. My uncle started the band tigertailz.

This is an outrage and my family demands justice for being displaced and stolen from, land and property, by the British Establishment/ BP - with little to no protections under law. And we're indigenous to the land, Welsh, Welsh speaking, Welsh family. Resident in Cardiff / Vale and that farm in Llandough for HUNDREDS OF YEARS.

There's tens of counts of fraud and concealment from what I can gather. Which means the statute of limitation doesn't apply in this instance. I know some are in favour of Wales decolonising and gaining independence. I think there's no better example of BP vs Buckler 1987 and what has happened to my family. Nobody else will bring this up because there's generational trauma. Notwithstanding we, a welsh farming family, are speaking up and against the British State and BP.

But I've proven myself. Leaving my military career with honours. Finishing my 22 years Oath, bona fide, employed by the Vale of Glamorgan Council, Welsh Government until 2024. I served in the wars in the middle east. I don't know what is going on, on that island. But the farm injustice isn't the only matter. My 36 day old son was abducted in 2013 and I've never seen him since. I had a house stolen (40 Lombard Street, Barry). And in 2023 I was left to sleep in a tent, while almost 100 afghans were secretly housed next to our 11 home village. Where I had to be to care for my grandmother, as no carers couldn't reach her. So I'm currently at the Welsh Settlement in Argentina. So I'm as displaced and replaced as I can be to cater for the insanity that's going on, on that island. And grateful I've managed to survive it all with my liberty and life and reputation somewhat still intact. But I would have actually liked to have remained in Wales as a Welshman. And have some quality and standard of life. My wife and I are reluctant for our daughter to even step foot on the British Isles with what we're hearing that's going on there lately. And I even exported my dog from Swansea to our place in the Caribbean in 2024 after an afghan was in my family's garden in Wales, trying to steal him.

I look forward to your reply,

Regards,

Sion Hywel Buckler

Subject: Formal Notice Follow Up: Resolution of Historical Dispossession and Fraud – Great House Farm, Llandough, Vale of Glamorgan

Sir/Madam,
I am writing on behalf of myself and siblings who are the heirs and successors of Mary Williams of the Williams family, rightful owners and occupiers of Great House Farm, Llandough since 1667 until our dispossession via armed force in 1988. I write to summarize our position regarding our historical and ongoing dispossession of Great House Farm, which I alledge involves;
- Denial of right to be heard by the land registry due to the fact my grandmother Mr Williams (falsy named Mrs Buckler to diminish the Williams ancestral superior land claim) conveniently died and our family were in mourning in the limited window granted to challenge BP registration of our land and property in their names. Much like my grandfather conveniently died too, before being able to clarify, even to my grandmother Mrs Williams, how her Title ended up in BP's possession. Because until her dying breath she maintained her ownership claim. Despite repeated unlawful attempts over decades to disposition the firm position she maintained about hers and ours undisputed ancestral and superior land claim to the land in question. After my father's appeal of the BP vs Buckler 1987 ruling was dismissed on grounds of "heads BP win, tails we lose" and his home demolished, all money and possessions removed (despite a court injuction ordering nothing be removed) and despite his ECHR request being blocked, and arrest without charge, and hospitalisation and then his convenient death at age 41, our remaining family of mostly women and children, have to this day been too terrified to speak up. According to recently released, supressed ITV news coverage from 1988, bailifs occupying our stolen land and property, even dislocated my mum's shoulder for simply serving them a lawful court injunction. And without the discovery of fraud this year, (which has taken me two decades and a career in military cyber and electronic warfare and the recent innovations in A.I to discover) we had no redress recourse due to the statute of limitation and time passed, ever had we not all been too traumatised like hostages under terrorists to speak out. This whole thing, even unto this day is scandalous treatment of me and my family. Not withstanding I am a war veteran, who left my military career with honours and was employed until 2024 under the Vale of Glamorgan Council/ Welsh Govenrment. Finished my 22 years in Oath BONAFIDE. ITV coverage supressed until recent months also says neighbours report it was like an SAS Style Operation to remove us by force in 1988. And the men in the video do look SAS. I have subbmitee a FOI to the MOD. And Margaret Thatchers administration at the time (you Brit'ish) were evidently helping BP claw assets for the UK Governments exit at the time. Which might explain how 30 police and maybe SAS were used to rip us from our home and land. Land registry ultimately had check balances lifted and total free reign, while BPs lawyers commited purgergy in their declarations to them; withholding information from and supplying to the land registry false information. All the while Welsh TV simultaneously interviewed Ghadaffi in Lybia in 1988, who report him accusing Thatcher and the Brit'ish State of being the real terrorists, not him. My oath ended in 2024, I'm also a Welsh National. I have no allegiance to the British State. If it acts like my enemy, its my enemy. Other media coverage alleged by UK courts to exist from 1974 seems non existence or suppressed too. Fraud and proceedural unfairness are ultimately rampant in the case of my families dispossession. Aside from all my family members dying at all the convenient junctures instrumental to change the outcome of our dispossession, I still have major concerns with how the MOJ just took months to respond only to fob me off last week. Or how the MP fobbed me off and will not provide a proper response. Or how CADW alledge this is nothing to do with them despite failing to list the farm house as a grade II so it couldn't be demolished. As per a 1700 signature petition, which was practically the whole town at the time. Or the current councillor for Llandough failing to properly reply. Or the fact the national archives report gaps and missing and supressed records. Not withstanding Marconi was staying with us while inventing radio and the town won't even out a plaque up to make that known. Which is more erasure of the history. Like in BPs planning application saying our 800 year old former court house home was just an old delapitated building. Not withstanding the supression of the 1870 roman soldier we discovered when changing our floor from stone to timber. Also supressed to hide the sites archaeological significants so housing development could be unlawfully approved. And BP didn't even seek a ruling on ownership, they only saught possession, most likely so that the discovery and significant of the sites archaeological significants could be pretended to not be known until the excavation of our land in 1994. Which is just more evidence of the blatant conspiracy and fraud. This is all the actions of a crime or terrorist network. To install a terrorist cell/ camp. It's worse than just the Brit'ish colonising Wales. Not withstanding the child graves secretly moved from the church next door during the exhivation seem to take 10 years to be properly reported on and even then their numbers in the report seem to be under represented. The scandal just goes on and on. It's the gift that keeps giving. There's court mistakes too. The fancy latin words deminish and falsely describe my nans land claim and superior ownership. And language used clearly shows a bias before a ruling. Language used to imply she is almost imagining her ancestral superior land claim to discredit her in the carefully selected wording used by the judge. In court records that use the false legal fiction name fabricated by BP in their license letters document fraud, instead of her actual name. Evidently to shy away from the Williams name and its superior inpenitrable and unbreakable land claim. For which we remain the heirs and successors. 1667 we aquired the land and property in a 999 year leasehold. And in the early 1900's obtained the superior paper title, free and clear outright equitable ownership, via the deal with Bute Estates quarryman Daniel Thomas. Which led to the tree planting ceremony to affirm this in history. Fredrick Bucklers transfer of Mrs Williams title to BP and their predecessors without her knowledge or consent isn't legitimate and so has no authority. Him not being able to clarify that transaction due to dying doesn't make it right as Mary Williams maintained her position after his death. She just couldn't prove what she claimed without title. And the adjournment and dismissal of the two hearings in 1974 where she made her case, but without getting the ruling doesn't negate the facts. This was a coordinated campaign of fraud, stealth, and administrative erasure. Over decades. Summary of the Fraudulent Dispossession:

- The Title Theft: Evidence supports that a "Title-for-Quarrying" agreement existed with Daniel Thomas of the Bute Estate. We maintain this title was later secretly and fraudulently sold back to the landlords by Frederick Buckler without the knowledge or consent of the rightful owner, Mary Williams.
- Procedural Fraud (The 1974 License): The 1987 Court of Appeal ruling was predicated on a unilateral "license letter" issued by the landlords’ solicitors. We reject this document as a fraudulent instrument of stealth designed to bypass adverse possession rights without Mary Williams’ agreement.
- Identity Erasure: Throughout all legal proceedings, Mary Williams was intentionally misidentified as "Mrs. Buckler." This was a calculated tactic to strip her of her ancestral "Williams" lineage and the superior land rights associated with it.
- Exploitation of Mortality:
- Frederick Buckler: Died before the truth of the title sale could be brought to light.
- Mary Williams: Died during the precise 2-week window required to rebut the Land Registry’s registration of the land in BP’s name—a window we believe was exploited to finalize a theft.
- William Buckler: His untimely death following the unfair dismissal of his appeal effectively blocked our path to the ECHR.

Our Position:
The Williams family has never ceased its claim. We maintain that the land was taken through criminal stealth and that the current registered titles are "poisoned" by this original fraud. We are now seeking full reparations for the loss of ancestral wealth, the destruction of the Roman archaeological site on the property, and the systematic denial of our right to a fair trial. Please provide a formal response and update regarding your position on this matter within 14 days. Regards, Sion Buckler On behalf of and one of the Heirs and Successors of Mary Williams

Sirs/ Ma'ams,

I need to correct a date I have used in earlier correspondence about Great House Farm / Tŷ Mawr, Llandough, titles WA231076 and WA240304.

I had treated 1983 as the year the two titles were merged. That was wrong. HM Land Registry’s own letter of 23 March 2026 (Lisa Griffiths, ref N610CGV) separates the two acts. 1982–83 was first registration of two live titles, not a merger. 30 November 1982: application to first-register WA231076. The Court of Appeal later treated BP Properties Ltd as registered proprietors of “the farm” from November 1982. 23 February 1983: application to first-register a second title, WA240304. 26 March 1983: Mary Williams died. On the family’s case, notice of those applications did not reach us until after her death, while the family was in mourning. She had no window in which to object. The family was not in a position to use any window that arrived after that. Those two titles remained separate through first instance. 24 July 1986: Hollis J. Both titles were still live. The judgment language treats Great House Farm as one holding. It had not been one holding on the register. On the family’s case it had not been one holding since the 1877 split: Parcel A (house, buildings, garden/yard and about 10 acres, the Thomas/Williams line) and Parcel B (the eastern fields retained by Bute and later WGR/BP). 2 February 1987: application to amalgamate the two titles. WA240304 was then closed and registration continued under WA231076. That is the merge. It was made after the 1986 ruling and before the Court of Appeal gave judgment on 31 July 1987. So 1983 is silent first registration of a second title while Mary was still in Parcel A, or had only just died. 1987 is the administrative merger, carried out while the appeal was still open. This was not a dispute about a single land parcel that BP already owned. Mary was on Parcel A, which the family says she owned, with occupation on that house parcel running in the family from at least 1667. BP, and WGR before it from 1949, were the neighbouring interest on Parcel B. From 1949 onwards the family’s case is that those neighbours ran a decades-long series of tenancy offers, “whole farm” wording, possession orders and the 1974 letters to make her occupation of her own parcel look permissive, and to make both parcels look like one estate they had acquired. They never produced a conveyance of Parcel A. What they had was an unfounded claim that her occupancy was permissive. Please treat any earlier letter from me that said the titles merged in 1983 as corrected by this email. The dates that matter are:
1982/83 — first registration of two titles, without the occupier being heard; 24 July 1986 — first-instance judgment describing one farm while two titles still stood; 2 February 1987 — amalgamation, before the appeal ended; 31 July 1987 — Court of Appeal. Yours faithfully,

Sion Buckler

4. Preservation steps

Please take reasonable steps to prevent the routine destruction, deletion, alteration or overwriting of potentially relevant material, including material held in *archived mailboxes, legacy systems, off-site storage, document-management systems, backup repositories and other electronic or physical stores*.

Where relevant material has been transferred to another repository, archive, successor organisation or third party, please preserve the information necessary to identify the transfer and its current location, including any accession, file, box, reference or custody details.

Nothing in this notice requires the creation of records that do not exist. The request concerns the preservation of records already held or controlled by you.
5. Purpose and legal position

This notice is *not a finding against any recipient*, and I am not asking any recipient to determine title or adjudicate the underlying dispute.

The *1987 Court of Appeal judgment* is relied upon here only for matters actually determined by that judgment, including the issues concerning possession, limitation and the October 1974 letters. This preservation notice does not treat that judgment as having determined the complete documentary root of title to the farmhouse parcel.

The underlying documentary history, including the relationship between the farmhouse parcel and the agricultural land subsequently dealt with through Western Ground Rents and BP, remains a matter requiring reconstruction from the primary records.

Accordingly, preservation is requested precisely so that the documentary record can be established from the records themselves rather than through assumptions based on later registration, later occupation, later planning treatment or secondary descriptions.
6. Acknowledgement and identification of records

Please acknowledge receipt of this notice and, in your own capacity, confirm:

*(a)* the officer, partner, records manager or other person responsible for implementing the preservation hold;

*(b)* what records within your possession, custody or control you have identified as falling within the scope above; and

*(c)* where you identify no records within scope, what relevant systems, files, repositories or predecessor records you searched in reaching that conclusion.

A substantive assessment of title is not requested from you. The immediate requirement is preservation and identification of the documentary material you hold.

The public documentary index and developing evidence record is available at:

To each recipient, in your own capacity as holder or likely holder of records. Please do not treat this as a joint reply. Answer only for your own holdings.

Sirs/Madam,

This is a preservation notice. It is not a claim form and not service of proceedings. It does not replace any FOI, review or subject access request already with you.

Land: Great House Farm / Tŷ Mawr, Llandough-juxta-Penarth, adjoining St Dochdwy's. Titles WA231076, WA240304 (closed), WA513690, WA735527, and any related title. Planning refs 89/01396/OUT and 92/00671/RES.

Please preserve, and do not destroy, transfer out of your custody without a written receipt, or dispose of, any file, plan, photograph, tape or electronic record in your possession, custody or control relating to:

1. The 1877 split, the 1916 and 1939 tenancies, and the 1938 Bute to Western Ground Rents conveyance.
2. The 1955 and 1962 possession orders, the 1974 proceedings, and BP Properties Ltd v Buckler [1987] EWCA Civ 2.
3. First registration: WA231076 application 30 November 1982; WA240304 application 23 February 1983; later amalgamation.
4. The 1988 possession (29 November) and demolition (begun 6 December), including listing, planning, police and any liaison papers.
5. Mary Doreen Williams (died 26 March 1983) and William Buckler, so far as your file concerns this land.

Also preserve, if you hold them, the following planning and land-charge classes. Absence from a 2026 file disclosure is not proof they never existed:

6. Any section 52 Town and Country Planning Act 1971 agreement, later section 106 instrument, deed, undertaking or other agreement regulating the development or use of this land, and any corresponding local-land-charge entry.
7. The historic planning-register entries required by the Town and Country Planning General Development Order 1988 for 89/01396/OUT and 92/00671/RES (applications, reserved matters, plans and drawings, and decision information).
8. The officer's report annexes to 89/01396/OUT, including Appendix B (further GGAT comments after discussions with the Trust), and Appendices C–E.
9. The condition chain on 89/01396/OUT: conditions 16–18; the Council's October 1990 confirmation of condition 17; GGAT's July 1992 archaeological warning; the September 1992 reserved-matters approval; and the 1993–94 papers on whether condition 18 had been discharged.
10. Any preliminary environmental-assessment / screening determination for the outline application (site described as about 3.4 acres / 1.38 ha).
11. Any record of the statutory consultation route used because the land was, or was treated as, a site of archaeological interest / SMR entry under the 1988 Order.
12. The complete 92/00671/RES file, and any sale, option, conditional-contract or transfer paper on the planning files covering BP Properties to Ideal Homes Wales, including the recorded transfer of 3 December 1993.
13. The application-receipt record for 89/01396/OUT (form dated October 1989; reconstructed Council receipt 8 November 1989).

Please stop routine deletion, including archived mailboxes, for anything in that scope.

The public evidence index is https://greathousefarmwiki.wordpress.com/ . The investigation distinguishes the farmhouse parcel from the eastern fields. The 1987 Court of Appeal decided possession, limitation and the October 1974 letters. It did not decide the documentary root of the farmhouse parcel. These records go to that question. This notice is not a finding against any of you.

Please acknowledge, name the officer responsible for the hold, and say what you hold in scope. If you hold nothing, say what you searched.

Nothing in this letter abandons any claim concerning title, registration, concealment, limitation, reopening or alteration of the register.

Yours faithfully,

Sion Buckler (Ret'd Sergeant)

Thread 8 — Welsh Government — Ministerial correspondence: Historic Environment Record statutory notice (TO/HF/05677/26)

Subject: Re: Statutory notice under Historic Environment (Wales) Act 2023 ss.194–195 — HER GGAT02038s still classifies Wales’s largest excavated early-medieval cemetery as “POST MEDIEVAL – Farm”

Dear Cabinet Minister for Culture and Sport,

This is a short supplement to my letter of 20 September 2026 on the historic environment record for Great House Farm / Tŷ Mawr, Llandough (NPRN 20182; HER GGAT02038s). It does not replace that letter. It does not ask you to adjudicate title.

Three corrections to the letter of 20 September

1. A sentence in the middle of that letter was left unfinished. Please disregard it. Nothing in the requests depends on it.

2. The HM Land Registry letter forwarded by the constituency MP was dated 18 September 2026, not “yesterday”. On 27 September I wrote separately to HM Land Registry to correct a year I had used in earlier correspondence about titles WA231076 and WA240304. That correction is not a request to you.

3. I asked whether guidance under section 196 had been issued. Cadw’s published page now states that Historic Environment Records in Wales:
Compilation and Use (2017) is issued as statutory guidance under section 196 of the 2023 Act. What I still need is confirmation whether that 2017 text has been substantively reviewed since sections 194 to 196 came into force on 4 November 2024, and the date on which the current guidance was issued under section 196 and laid before Senedd Cymru. I would also be grateful for confirmation whether the current guidance addresses primary classification of records and the behaviour of the public interface.

What has happened since 20 September, relevant to the duties

On 27 September I made a formal complaint to Heneb concerning the HER identifiers, classification and the 1978–1995 record. Steven Foulston acknowledged it on 29 September as investigating officer, with a five-week target. That is Heneb’s own process. It does not discharge the Ministers’ duties under sections 194 and 195.

On 29 September the Royal Commission (RC26-0375) supplied the core description it says is used for GGAT02038s on Archwilio. That description is of a post-medieval farmhouse and barn. It records medieval finds, the 1974 survey and the demolition of 6 December 1988. The live HER also links the site to the separate 1994 excavation event, GGATE003875, which contains the excavation details and findings.

The adequacy question in my letter of 20 September can therefore be put more precisely: whether the HER, taken as a whole, provides the details of relevant investigations and their findings required by section 194(2)(j), and whether the way those records are classified, linked and presented publicly is sufficient for that purpose.

Cadw’s stage-one complaint on the 1988 listing decision remains open (ticket #628635887). That is a separate file. I mention it only so the two are not confused. The latest position is that the complaints investigation has commenced.

The five requests in the letter of 20 September stand. The one that can be tested immediately remains the Archwilio silent-substitution question:
whether an unresolved HER reference can silently resolve to a different record without warning.

I will work to the published seventeen-working-day response aim from 20 September. If a substantive response will take longer, I would be grateful simply to be told.

Thread 9 — Welsh Government — FOI: retention schedules for pre-1997 Welsh Office file series (10 October 2026)

10 October 2026, 19:14 UTC · Email — sent by the family · Welsh Government / former Welsh Office – retention and destruction schedules for pre-1997 file series (agricultural tenancy, land, rural policy)

Date: 10 October 2026, 19:14 UTC
Subject: Welsh Government / former Welsh Office – retention and destruction schedules for pre-1997 file series (agricultural tenancy, land, rural policy)

Dear Welsh Government FOI team,

I refer to the live requests ATISN 27021 and ATISN 27589 (Cadw listing material) and to the Wales Office response under 26FOI 103 / IR/26/16.

Separately from those listing-specific requests, I request under the Freedom of Information Act:

1. The retention and destruction schedules (or equivalent policy documents) that applied, or still apply, to former Welsh Office / Welsh Government file series covering agricultural tenancies, land ownership or compulsory purchase, rural depopulation, or related policy in the period 1970–1997.
2. Any recorded information identifying whether files in those series that would have related to Great House Farm / Tŷ Mawr / Llandough-juxta-Penarth, or to the companies Western Ground Rents Ltd or BP Properties Ltd, were destroyed, transferred or retained, and if destroyed the date and authority.
3. Confirmation of the repositories to which any surviving pre-1997 paper files from the relevant series were transferred (e.g. National Assembly / Welsh Government / The National Archives / other).

This request is distinct from ATISN 27021 and ATISN 27589 and should not be merged with them. Please confirm the statutory response date.

Yours sincerely,
Sion Buckler (Ret'd Sergeant), Royal Signals Cyber/Electronic Warfare Professional and Life Member
