*FORMAL NOTICE OF RECORD CHALLENGE, ASSERTION OF RIGHT, AND DEMAND FOR ENGAGEMENT*

Dear Sir/Madam,

This Notice is issued for placement on official record and for reliance. It is not informal correspondence. I urge you not to resort to silence, deflection, or delay, as doing so following receipt of this notice constitutes knowing reliance upon, and maintenance of, records alleged to be materially defective through fraud, concealment, denial of due process, and systemic erasure. Please report any suspicious activity and discrepancies identified.

This Notice is issued in pursuit of narrative justice at this stage; formal judicial remedies are expressly reserved. It serves to document our family's side of the story before it is completely erased and history rewritten, ensuring awareness among custodians of land, heritage, heraldry, archaeology, and public records.

My elder brother, Rhys Buckler, and I are the sons of the late William Buckler (d. 1991), defendant in the landmark legal case *BP Properties Ltd v Buckler* (1987), and the grandchildren of the late Mary Williams, whose dispossession, marginalisation, and exclusion from judicial determination remain unresolved matters of record. Mary Williams was repeatedly and materially falsely addressed/mislabeled in legal and administrative records as “Mrs Buckler,” a misidentification that was never judicially tested and which directly affected the handling, scope, and outcome of proceedings. The Williams/Buckler family held claim to the land title, having acquired and occupied Great House Farm continuously since 1667, based on family records, historical evidence, and centuries of resistance to adverse claims.

I place on record that I am the first member of my family able to speak publicly and formally on these matters. Other close family members remain too traumatised and intimidated by the historical conduct of these proceedings—including violent eviction, demolition, and loss of livelihood—to engage, despite the continuing consequences of dispossession. That silence must not be misread as consent, acquiescence, or abandonment of right. There is a material distinction between free silence and silence produced by fear, trauma, and coercive experience.

The story, as we have pieced it together, reveals a multi-generational pattern of lawfare and siege: from Norman/English conquests in 1100 granting lordships over ancient Welsh Christian landscapes, through monastic (1215–1539) and Crown seizures (1539 onward), to industrial encroachments (e.g., 1876 Limeworks severance without consent) and modern corporate possession actions. This culminated in the 1988 demolition of an 800-year-old farmhouse amid police standoffs, leaving the family homeless and the site scarred, now buried under Church View Close. Archaeological vindication came too late—1994 excavations revealed over 1,000 Roman and medieval burials, confirming family warnings (e.g., the 1870 Roman soldier discovery under the living room floor, suppressed by authorities)—yet heritage records celebrate the site while omitting our dispossession.

The following assertions of right are now formally placed on record. They have never been lawfully adjudicated or extinguished:

1. Rhys Buckler may be the rightful Manorial Lord of the Manor of Llandough, by right of primogeniture and continuous hereditary connection arising from our family’s occupation of Great House Farm from 1667 until our narrative, legal, and physical dispossession.
2. I assert a claim to act as Squire of the Manor of Llandough, as executive representative and guardian of the Buckler–Williams estate and matriarchal lineage, with a mandate to pursue correction of record, restitution, and restorative remedies.

These are assertions of right, not settled declarations, placed on record pending proper adjudication—which has been historically obstructed through procedural narrowing, missing documents, and avoidance of full hearings.

In 1974, Mary Williams was twice prevented from presenting her case and obtaining a judicial determination of superior ownership, despite claims grounded in long occupation, intent, and possession. The court confined inquiry to *animus possidendi* (intention to possess) and excluded *animus domini* (intention to own), reclassifying her from putative owner to mere occupier and foreclosing title adjudication. BP sought possession only, not ownership rulings—a choice unexplained and significant. Proceedings were adjourned or quashed without resolution.

This occurred despite evidence of ownership intent, including:

- Centuries-long occupation and resistance (e.g., failed 1938 auction due to local support; post-1945 rent disputes).
- Roman-era remains and historical significance (e.g., Guglielmo Marconi's 1897 residence during radio experiments, with family aid erased from records).
- Unformalized deals like the 1895–1905 Daniel Thomas quarrying permission for promised title, undermined by vanished deeds.

Judicial ownership examination would have engaged archaeological/heritage protections, incompatible with redevelopment—consequences avoided, raising credibility concerns.

Serious unresolved anomalies persist, indicating something is still not right with the record:

- Licence correspondence dated 31 October 1974 surfacing only on 4 November, potentially interrupting proceedings to prevent hearings.
- Claims of 1974 benevolent withdrawal under press scrutiny unsupported by verifiable coverage.
- Land registration before Mary Williams’s 1983 death without title determination; disputes possibly lodged/suppressed by Land Registry.
- Inconsistent treatment of BP entities across proceedings to family detriment.
- Procedural barriers preventing effective defense (e.g., interrupted essential services post-licence; 1960–1987 court rulings dismissing ancestral title as "notion" without evidence).
- Knowing bypass of archaeological constraints (e.g., 1978 trenches ignored; no contemporaneous 1970s/1990s press on discoveries amid development).
- Missing key documents (e.g., 1667 conveyance, 1811–1835 Lambert Williams agreements proving status, 1982–84 library deeds vanishing).
- Risks of further erasure: Heritage databases celebrate "Llandough Roman villa cemetery" while omitting our saga; modern residents unaware of the "battleground" site.

These anomalies suggest systemic theft, from colonial English subjugation (e.g., 1543–1770 orbit shifts) to corporate siege, during Wales' cultural/economic transitions. Authority derived through such means is illegitimate under natural justice, customary Welsh principles, and moral-legal frameworks. The record's distortion secures advantage, but passage of time does not validate it.

Preliminary assessment indicates cumulative benefits from redevelopment (absent title extinguishment) exceed £100 million, forming a basis for reparations—covering lost land, artifacts, livelihood, and trauma.

I require relevant public servants, custodians, and office-holders (including Land Registry, heraldry bodies, museums, archaeologists, MPs, historians, and councillors) to cease delay, engage substantively, review/correct/annotate records where defective, and prevent further rewriting of history. Justice delayed is denied, especially with verifiable evidence available.

This Notice:

- Challenges the record's accuracy, completeness, and legitimacy.
- Place assertions of title/standing on record pending adjudication.
- Reserves all rights without prejudice.
- Puts officials/beneficiaries on notice that silence/reliance may aggravate responsibility.

For the avoidance of doubt, His Majesty the King was notified yesterday.

This serves as an invitation to engage constructively before reliance becomes untenable.

Regards, Sion Buckler On behalf of the Buckler–Williams family Robin Hill, Dinas Powys, Vale of Glamorgan, Wales. https://bpvsbuckler.datro.xyz

*Postscript — Disability and Succession (Material Notice):* The heir-apparent to the asserted Manorial Lordship is Rhys Buckler’s son, a young man with Down syndrome. Any obstruction, marginalisation, or differential treatment affecting his inheritance would engage the Equality Act 2010 and UK international obligations on disability rights. Disability cannot bar succession or recognition. This is recorded to prevent claims of ignorance.

Subject: Formal Notice Follow Up: Resolution of Historical Dispossession and Fraud – Great House Farm, Llandough, Vale of Glamorgan

Sir/Madam,
I am writing on behalf of myself and siblings who are the heirs and successors of Mary Williams of the Williams family, rightful owners and occupiers of Great House Farm, Llandough since 1667 until our dispossession via armed force in 1988.
I write to summarize our position regarding our historical and ongoing dispossession of Great House Farm, which I alledge involves;
- Denial of right to be heard by the land registry due to the fact my grandmother Mr Williams (falsy named Mrs Buckler to diminish the Williams ancestral superior land claim) conveniently died and our family were in mourning in the limited window granted to challenge BP registration of our land and property in their names. Much like my grandfather conveniently died too, before being able to clarify, even to my grandmother Mrs Williams, how her Title ended up in BP's possession. Because until her dying breath she maintained her ownership claim. Despite repeated unlawful attempts over decades to disposition the firm position she maintained about hers and ours undisputed ancestral and superior land claim to the land in question.
After my father's appeal of the BP vs Buckler 1987 ruling was dismissed on grounds of "heads BP win, tails we lose" and his home demolished, all money and possessions removed (despite a court injuction ordering nothing be removed) and despite his ECHR request being blocked, and arrest without charge, and hospitalisation and then his convenient death at age 41, our remaining family of mostly women and children, have to this day been too terrified to speak up. According to recently released, supressed ITV news coverage from 1988, bailifs occupying our stolen land and property, even dislocated my mum's shoulder for simply serving them a lawful court injunction.
And without the discovery of fraud this year, (which has taken me two decades and a career in military cyber and electronic warfare and the recent innovations in A.I to discover) we had no redress recourse due to the statute of limitation and time passed, ever had we not all been too traumatised like hostages under terrorists to speak out. This whole thing, even unto this day is scandalous treatment of me and my family. Not withstanding I am a war veteran, who left my military career with honours and was employed until 2024 under the Vale of Glamorgan Council/ Welsh Govenrment. Finished my 22 years in Oath BONAFIDE.
ITV coverage supressed until recent months also says neighbours report it was like an SAS Style Operation to remove us by force in 1988. And the men in the video do look SAS. I have subbmitee a FOI to the MOD. And Margaret Thatchers administration at the time (you Brit'ish) were evidently helping BP claw assets for the UK Governments exit at the time. Which might explain how 30 police and maybe SAS were used to rip us from our home and land.
Land registry ultimately had check balances lifted and total free reign, while BPs lawyers commited purgergy in their declarations to them; withholding information from and supplying to the land registry false information.
All the while Welsh TV simultaneously interviewed Ghadaffi in Lybia in 1988, who report him accusing Thatcher and the Brit'ish State of being the real terrorists, not him. My oath ended in 2024, I'm also a Welsh National. I have no allegiance to the British State. If it acts like my enemy, its my enemy.
Other media coverage alleged by UK courts to exist from 1974 seems non existence or suppressed too.
Fraud and proceedural unfairness are ultimately rampant in the case of my families dispossession. Aside from all my family members dying at all the convenient junctures instrumental to change the outcome of our dispossession, I still have major concerns with how the MOJ just took months to respond only to fob me off last week. Or how the MP fobbed me off and will not provide a proper response. Or how CADW alledge this is nothing to do with them despite failing to list the farm house as a grade II so it couldn't be demolished. As per a 1700 signature petition, which was practically the whole town at the time. Or the current councillor for Llandough failing to properly reply. Or the fact the national archives report gaps and missing and supressed records. Not withstanding Marconi was staying with us while inventing radio and the town won't even out a plaque up to make that known. Which is more erasure of the history. Like in BPs planning application saying our 800 year old former court house home was just an old delapitated building.
Not withstanding the supression of the 1870 roman soldier we discovered when changing our floor from stone to timber. Also supressed to hide the sites archaeological significants so housing development could be unlawfully approved. And BP didn't even seek a ruling on ownership, they only saught possession, most likely so that the discovery and significant of the sites archaeological significants could be pretended to not be known until the excavation of our land in 1994. Which is just more evidence of the blatant conspiracy and fraud.
This is all the actions of a crime or terrorist network. To install a terrorist cell/ camp. It's worse than just the Brit'ish colonising Wales. Not withstanding the child graves secretly moved from the church next door during the exhivation seem to take 10 years to be properly reported on and even then their numbers in the report seem to be under represented. The scandal just goes on and on. It's the gift that keeps giving. There's court mistakes too. The fancy latin words deminish and falsely describe my nans land claim and superior ownership. And language used clearly shows a bias before a ruling. Language used to imply she is almost imagining her ancestral superior land claim to discredit her in the carefully selected wording used by the judge. In court records that use the false legal fiction name fabricated by BP in their license letters document fraud, instead of her actual name. Evidently to shy away from the Williams name and its superior inpenitrable and unbreakable land claim. For which we remain the heirs and successors.
1667 we aquired the land and property in a 999 year leasehold. And in the early 1900's obtained the superior paper title, free and clear outright equitable ownership, via the deal with Bute Estates quarryman Daniel Thomas. Which led to the tree planting ceremony to affirm this in history. Fredrick Bucklers transfer of Mrs Williams title to BP and their predecessors without her knowledge or consent isn't legitimate and so has no authority. Him not being able to clarify that transaction due to dying doesn't make it right as Mary Williams maintained her position after his death. She just couldn't prove what she claimed without title. And the adjournment and dismissal of the two hearings in 1974 where she made her case, but without getting the ruling doesn't negate the facts. This was a coordinated campaign of fraud, stealth, and administrative erasure. Over decades.
Summary of the Fraudulent Dispossession:

- The Title Theft: Evidence supports that a "Title-for-Quarrying" agreement existed with Daniel Thomas of the Bute Estate. We maintain this title was later secretly and fraudulently sold back to the landlords by Frederick Buckler without the knowledge or consent of the rightful owner, Mary Williams.
- Procedural Fraud (The 1974 License): The 1987 Court of Appeal ruling was predicated on a unilateral "license letter" issued by the landlords’ solicitors. We reject this document as a fraudulent instrument of stealth designed to bypass adverse possession rights without Mary Williams’ agreement.
- Identity Erasure: Throughout all legal proceedings, Mary Williams was intentionally misidentified as "Mrs. Buckler." This was a calculated tactic to strip her of her ancestral "Williams" lineage and the superior land rights associated with it.
- Exploitation of Mortality:
- Frederick Buckler: Died before the truth of the title sale could be brought to light.
- Mary Williams: Died during the precise 2-week window required to rebut the Land Registry’s registration of the land in BP’s name—a window we
believe was exploited to finalize a theft.
- William Buckler: His untimely death following the unfair dismissal of his appeal effectively blocked our path to the ECHR.

Our Position:
The Williams family has never ceased its claim. We maintain that the land was taken through criminal stealth and that the current registered titles are "poisoned" by this original fraud. We are now seeking full reparations for the loss of ancestral wealth, the destruction of the Roman archaeological site on the property, and the systematic denial of our right to a fair trial.
Please provide a formal response and update regarding your position on this matter within 14 days.
Regards,
Sion Buckler
On behalf of and one of the Heirs and Successors of Mary Williams

Sirs/Ma'am,

Any response about my request for a public enquiry of BP Vs Buckler 1987 and possible fraud & consealment, collusion, conspiracy and deception?

Fraud unravels all. And begins when the fraud is discovered, not occured. Yes?

Furthermore,

I am writing to invite interest in review of a potential coordinated action concerning historic adverse possession cases in England and Wales. As an indigenous Welshman. From Wales. Son of the late defendant, the possibly disspossed and victim of fraud; Mr. William Buckler.

Myself and my lawyers and team are investigating circumstances in which long-term occupiers were issued licence letters (often described as “rent-free life licences” or similar instruments) during or after limitation periods, and whether in certain instances such licences may not have constituted legally effective interruption of adverse possession.

The investigation concerns cases primarily between 1950 and 2000 where:
Long-term occupation had exceeded 12 years;

Possession proceedings were either adjourned or unresolved;

A licence letter was issued and relied upon to defeat a possessory claim;

Questions may arise regarding identity, acceptance, or material disclosure.

At this stage, we are seeking:

A preliminary view as to whether a coordinated group litigation strategy (GLO or similar) could be viable;

Advice on limitation, concealment, and fraud thresholds;

Guidance on structured claimant intake if sufficient common issues are identified.

This enquiry is investigative only and no public allegations are being made.

We are seeking professional assessment before any formal steps are taken.

If this is of potential interest, I would welcome a confidential discussion at your convenience.

Please include archived, off-site, or scanned records where applicable. If exemptions apply (e.g., Section 40 personal data), specify which and why. If costs exceed the appropriate limit, advise how to refine (e.g., prioritize 1955-1987 or 1962/1974 events).

Hi,

Thanks for your reply.
Your agency already responded some weeks ago to say that the registration by BP of Great House Farm, Llandough in 1982, was being scanned. I have yet to receive a response about that, but that is the land parcel in question. Now known as Church View Close, Llandough, Vale of Glamorgan.

Sion Buckler

Accessing information held by HMLR on our register of title

To assist you in accessing information held by HMLR, please be aware most of the information held within our registers is open to public inspection and accessible via statutory routes of access. This means that we may be unable to provide access to this information via a Freedom of Information Act 2000 (FOIA) request.

Statutory Routes of Access to information held on Public Registers

The Land Registration Act 2002 is the principal legislation governing land registration in England and Wales. It sets out provisions for keeping a register of title to land and property, and in accordance with Section 66 & 67 of the Land Registration Act, it is a requirement that the Chief Land Registrar makes this information (including any documents held on the register of title) available for public inspection.

How to access information held on our Registers

The information you have requested is available to access under our statutory protocol under section 66 & 67 of the Land Registration Act 2002.

Search for Land and Property

Please visit our website for further information about our registers:

www.gov.uk/get-information-about-property-and-land<http://www.gov.uk/get-information-about-property-and-land>

Official Copies

For information about how to apply for official copies of documents held in relation to registered titles, and information about the types of documents available, please refer to practice guide 11:

www.gov.uk/government/publications/inspection-and-application-for-official-copies/practice-guide-11-inspection-and-application-for-official-copies<http://www.gov.uk/government/publications/inspection-and-application-for-official-copies/practice-guide-11-inspection-and-application-for-official-copies>

Index of proprietors’ names

Under rule 11 of the Land Registration Rules 2003 the registrar is required to keep an index of proprietors’ names which shows for each individual register the proprietor of the registered estate and the proprietor of any registered charge together with the title number. When you search the index of proprietors’ names, you will receive a list of titles that are owned by, or mortgaged to, the name that you have searched against.

For further information about this please refer to practice guide 74:

www.gov.uk/government/publications/searches-of-the-index-of-proprietors-names/practice-guide-74-searches-of-the-index-of-proprietors-names<http://www.gov.uk/government/publications/searches-of-the-index-of-proprietors-names/practice-guide-74-searches-of-the-index-of-proprietors-names>

Section 21 FOIA exemption: Information accessible to the applicant by other means

Where information held on the register of title is available for inspection through these statutory routes of access it is exempt from disclosure under section 21(2)(b) of FOIA.

Section 21 states:

“21 Information accessible to applicant by other means.

(1) Information which is reasonably accessible to the applicant otherwise than under section 1 is exempt information.

(2) For the purposes of subsection (1)—

(a) information may be reasonably accessible to the applicant even though it is accessible only on payment, and

(b) information is to be taken to be reasonably accessible to the applicant if it is information which the public authority or any other person is obliged by or under any enactment to communicate (otherwise than by making the information available for inspection) to members of the public on request, whether free of charge or on payment.”

Therefore, we are unable to provide information held on our register through FOIA, as it covered by this exemption.

Advice and assistance

Under Section 16 of FOIA and in accordance with the Section 45 FOIA code of practice, we have a duty to provide you with reasonable advice and assistance.

Please note that the ICO has previously reviewed HM Land Registry’s use of the section 21 exemption. Relevant decision notices can be accessed here<https://icosearch.ico.org.uk/s/search.html?collection=ico-meta&profile=decisions&query&query=&f.By+authority%7CpublicAuthority=HM%20Land%20Registry&f.By+section%7CsectionOfLegislation=FOI%2021> including IC-173302-N4J1<https://ico.org.uk/media/action-weve-taken/decision-notices/2022/4022883/ic-173302-n4j1.pdf>, FS50685812<https://ico.org.uk/media/action-weve-taken/decision-notices/2017/2172810/fs50685812.pdf> and FER0454056<https://ico.org.uk/media/action-weve-taken/decision-notices/2012/780474/fer_0454056.pdf>.

The ICO has agreed that this position is long established, and the Commissioner is satisfied that section 21 would be engaged for this type of request.

Register information and your data protection rights

Data protection law permits HM Land Registry to use personal data for our official purposes.

The lawful basis for HM Land Registry processing personal data under the United Kingdom (UK) General Data Protection Regulation (UK GDPR) is that it is necessary to enable us to perform our public task of the registration of land and property (Article 6(1)(e) of UK GDPR). This is defined in the Land Registration Act 2002.

Paragraph 5 of Schedule 2 Part 1 of the Data Protection Act 2018 provides the following exemption from the specified UK GDPR provisions:

“The listed UK GDPR provisions do not apply to personal data consisting of information that the controller is obliged by an enactment to make available to the public, to the extent that the application of those provisions would prevent the controller from complying with that obligation.”

The Land Registration Act 2002 is the principal legislation governing land registration in England and Wales. It sets out provisions for the keeping of a register of title to land and requirements for its administration by HM Land Registry under a Chief Land Registrar.

The Chief Land Registrar is required by the Land Registration Act 2002 and to make register information (including any documents held on the register of title) available to the public, therefore the following data protection provisions do not apply:

* the requirement to provide ‘privacy notices’ to individuals
* the requirement to provide personal data in response to subject access requests
* the requirement to rectification
* the requirement to comply with requests to erasure (right to be ‘forgotten’)
* most of the principles of UK GDPR

Whether any personal documents (including but not limited to identity, marital, or probate records) relating to Mary Williams / Mary Buckler were submitted as part of the application or retained on file, and if so whether they were relied upon in the registration decision.

Confirm whether any such material was present on the file at the time of registration
If the files are no longer held in physical form, please confirm:

the date and manner of destruction (if applicable), or

whether they have been digitised or transferred to another archive location If inspection is not possible, I would be grateful if you could instead provide certified copies of the complete file contents.

3 June 2026, 07:39 UTC · Email — sent by the family · WA231076 / WA240304 – request to confirm scope of first registration file records

From: Sion Buckler
To: Coventry.Office@landregistry.gov.uk
Date: 3 June 2026, 07:39 UTC
Subject: WA231076 / WA240304 – request to confirm scope of first registration file records

Sirs / Madam,

Further to my previous correspondence regarding first registration files WA231076 and WA240304, I am seeking a narrow clarification to ensure my understanding of the record set is accurate before any further request is made under statutory access routes.

I am seeking confirmation of the composition and scope of the first registration file(s), specifically what material is held, recorded, or identifiable as forming part of the application record at the time of registration.

To avoid duplication or misunderstanding, could you please confirm the following factual points only in relation to the actual file contents held by HM Land Registry:
Whether a complete first registration application file is still held for WA231076 and WA240304, including any supporting bundle of documents submitted at the time of registration.

Whether the file(s) include an index, schedule, or equivalent record identifying the documents that formed part of the application (whether retained or not retained).

Whether the file(s) contain any recorded material of any kind (including correspondence, requisitions, internal notes, or annotations) relating to any dispute, objection, or competing claim concerning the property known as Great House Farm / Ty Mawr.

Whether the file(s) contain any notation indicating that documents were “not retained”, “copy filed”, or otherwise recorded as not forming part of the permanent archive.

This request is limited strictly to confirmation of the existence and scope of records held, rather than a request for reassessment of historical matters or legal conclusions.

I would be grateful if this clarification can be provided so that any subsequent FOI or inspection request can be properly scoped to the actual records held.

Yours faithfully,

Sion Buckler Esq. (Ret’d Sergeant)
Heir & Successor to Mary Williams, Great House Farm, Llandough, Vale of Glamorgan C/O 5 Robin Hill, Dinas Powys CF64 4TF, United Kingdom

Please ignore my last email.
It was not meant for FOI, but another of your departments. Which I have myself forwarded to that relevant department.

Subject: Request for Preservation of Records – WA231076 / WA240304 (First Registration Files)

Dear Sir or Madam,
Further to my ongoing requests concerning first registration files WA231076 and WA240304, I am writing to request that all relevant records relating to these matters are preserved.
This includes, where applicable:
first registration application files and associated bundles
FR1 forms and supporting title documentation
examiner’s notes and internal handling records
requisitions, correspondence, and workflow records
any indexes or metadata relating to file contents
any archived, scanned, or microfiche versions of the above
This request is made on the basis that I am currently engaging with statutory information access routes (including FOI and inspection procedures), and may make further related requests.
Accordingly, I would be grateful if confirmation could be provided that no relevant records will be destroyed or deleted while these processes are ongoing or reasonably anticipated.
This is not a complaint or request for reconsideration of any decision, but a request to ensure preservation of relevant records pending lawful information access.
Yours faithfully,
